The Ministry of Environmental Protection restricts the import of solid wastes used as raw materials

BEIJING, December 19, in a statement released in Monday, China’s Ministry of Environmental Protection announced stricter restrictions on waste imports, a move that would limit the import of copper scrap.

In a notice issued on December 15, “Restrictions on the administration of environmental protection of solid wastes used as raw materials for imports”, it said that only Chinese end-users (enterprises engaged in processing and utilization) would be allowed to import waste copper.

The announcement confirms that China, which was reported in October by the Shanghai Nonferrous Metals Network, may limit the import of copper scrap from next year.

The notice said that copper scrap users need to have their own processing plants and equipment, and before the import of pollution emissions permits.

End users should not violate environmental regulations within two years, or will not import.

Analysts said the announcement would also apply to imports of other wastes that could be used as raw materials, and would slash the number of scrap copper imports next year.

China is the world’s largest importer of scrap metal.
